• The English Language Proficiency Assessments for California (ELPAC) is a statewide test that measures how well students in kindergarten through grade 12 understand English when it's not their first language. These tests measure who is a Fluent English Proficient Student and who needs extra help to be fully proficient in English. These tests are given every academic school year.
